The Zouave-style jacket on our well-fed gentleman could be from a band uniform, a military uniform, police or fire officer or even one of the many Christian and fraternal groups popular at the time. The woman's clothes date to the late 1880's where the narrow hobbled skirt and tight bodice were typical and the leg-o-mutton sleeves were just starting to be seen in the puffed sleeve caps.
My guess is that he is a higher rank police officer and I base that on his cap, which was common for officers (who didn't wear a Bobby's helmet) amongst different police departments around the UK. During this period police officers with rank were like military officers and had their bespoke dress uniforms created from designs dreamt up between the officer and his tailor.
