This is not a photograph, but a photograph of a painting of Lady Smith (b. 1773) of Lowestoft at age 16 or 17.
She died 3 February, 1877 at the age of 104 and was a local celebrity, so this was probably printed as a souvenir of her at the time of her death.
The hands aren't done well; especially the left hand. I wish I could figure out what is going on with the woman's bonnet; it looks like she has a bundle on her back that's being held in place by her neck. Not very comfortable!
