Taken in the Lowestoft area, according to the album this came from, but I don't think this is, based on the other photos that appear to have been taken at the same time and place. Could it be Great Yarmouth or Gorleston?
The boys appear to be Boy Scouts, but don't appear in any other photos in the album. One has a belt buckle with a Boy Scout trefoil on it. From my research, their uniforms are exactly correct for Boy Scouts in 1925.
