I wish I knew who Roger was!
In WW1 officers, NCOs, and privates carried swagger sticks and canes when "walking out" in uniform. Canes tended to the lower ranks. These men are wearing the very early war basic issue uniform and don't have any stripes or insignia at all on their uniforms, so I would place them as privates.
The cap badge is the Queen's Regiment, which is a Paschel lamb carrying a flag standing on a banner with "The Queen's" on it. On New Year's Day, 1917, the 19th Battalion Territorial Force formed in Lowestoft from the 69th Provisional Battalion of the 225th Brigade and remained at Lowestoft.
