The gun is a German 15cm SFH13 that were made between 1913 and 1918. This is probably WWI display and memorial booty. If you look at the bottom of the wheel you can see how it is mounted and not made to roll free.

I have reason to believe this photo was taken in Kirkley. The buildings look like they could be around Wellington Esplanade. Other photos in this group I was unable to purchase showed these two children walking around the trawl docks.
