Bathing From South Beach

I don't think there have ever been gender segregated beaches at Lowestoft and I haven't seen evidence in any other picture of that, but this photo is unusual in that there isn't a single female to be seen... or child. The entire length of the concrete has been screened off. Is this a men's only area?
